In the Regulation for the General Education (Maarif-i Umumiye Nizamnamesi) dated 1869, an important document that shaped Ottoman general education, some decisions were taken regarding “Darülmuallimin” as an institution that trained teachers. However, when the designed teacher training system could not be established despite all efforts, the Ministry of Education prepared a draft regulation in 1891, taking into account current needs. The regulation, accepted by the government with some changes, came into force on 29 October 1891. In the regulation, Darülmuallimin was defined as an educational institution consisting of primary, secondary and senior branches, where education would be provided for two years. The entry requirements, number of students and course schedules for each branch were determined. Scholarships would be given to Darülmuallimin students according to the branch they were in, and textbooks would be distributed free of charge every year. School graduates would be given priority in appointments, and some sanctions would be imposed on those who did not accept the teaching position. The regulation also established a promotion system within the Maarif for those who would be appointed as teachers. This regulation, dated 1891, did not remain as it was published, and some changes were made over time. It is possible to follow these changes in the Ministry of Education Yearbooks (Maarif Nezareti Salnamesi) of 1316 H., 1317 H. and 1318 H. These changes are especially centered around the registration, acceptance and graduation conditions of the Darülmuallimin, the laboratory and other practice units it will host, and educational equipment. However, it can be seen that the real important changes in the Regulations were made in the curriculum. Accordingly, weekly course hours have been increased and new courses have been added to the curriculum. Especially in the Aliye branch, the course schedule has been completely changed as the education period has been increased to three years.
